TTR-2026 is public under CC BY-ND 4.0. Anyone may read it, apply it, and run an assessment with it. What cannot be self-declared is who was qualified to run it, under what controls, and whether the resulting Readiness Score has been verified by an independent party.
That is what TechPulse operates: a public register of qualified auditors, authorized firms, and verified organizations.
One level per party in an assessment: the person who runs it, the firm that delivers it, and the organization whose score is being claimed. Each is registered separately and each can be verified independently.
For the individual who runs the assessment. Training on the full procedure, a written and practical exam, and the right to sign a TTR-2026 audit report under your own registry ID.
For the technology or advisory firm that delivers assessments commercially. A licence to run TTR-2026 audits under the Tech Readiness™ mark, with the tooling and the quality controls that go with it.
For the organization that has been assessed. Your Readiness Score is reviewed against the submitted evidence, entered in the public register, and becomes something an investor or enterprise buyer can check without taking your word for it.
The three levels are not a menu. They are one chain of accountability, and a TTR Verified entry is only issued when every link in it holds.
Every Control Point assessment is signed by a named Certified Auditor with an active registry ID. No anonymous assessments enter the register.
The engagement runs under an Authorized Partner bound by the code of conduct, the independence rules, and an annual quality review.
We do not re-run the audit. We check that the evidence on file supports the score claimed, and that the profile and weights were applied correctly.
Score, Level, profile, cycle date, and the issuing partner are published. Anyone with the certificate ID can verify it in the register.
A body cannot credibly certify the firms it competes with. For as long as TechPulse sold audit engagements, every Authorized Partner would have been buying a licence from its own competitor, and every TTR Verified entry would have carried a reasonable suspicion of favouritism.
So we withdrew from the delivery side. TechPulse no longer performs commercial audit engagements. We maintain the standard, we train and certify the people who apply it, we authorize the firms that deliver it, and we operate the register that records the result. Audits are delivered by our partners.
This is the same separation that ISO/IEC 17021 requires of certification bodies, and it is the only version of this business that stays defensible when the score starts to carry weight.
